General Comment when i would hear "collie man" i used to think more along the lines of "cali man" Eventually he gave up selling in order to see life more so from the perspective of the singer and be a happier person. And now the singer is looking for his collie man to score some weed, wondering why he doesn't come around anymore.
Another idea is that the singer used to be the collie man that he talked about, and realized that as much as he likes smoking, dealing took the simple joy out of it for him, the verses answer the question he asks himself in the chorus I think it's cool how this song's theme could apply to anyone, and it doesn't have to be in terms of drugs This pretty much says that you should take time to do what you love.
